Sega released the original VGA box as an official accessory, but many 3rd party versions were also produced. This is a 3rd party cable.
Most games for the Sega Dreamcast are VGA compatible, while various workarounds exist to enable VGA output from many of the games that do not feature official support.
The Dreamcast VGA Box cable, also known as a DC VGA adapter or DC VGA cable, is an accessory for Sega's Dreamcast video game console that enables connection to a video display such as a computer monitor or an HDTV TV set via a VGA port.
As the Sega Dreamcast hardware can produce a VGA compatible video signal natively, this connection provides improved picture quality compared to standard composite video or S-Video connections, along with support for progressive scan video.
The VGA connector is a common type of video connector that is used to connect computers and monitors. It is a three-row, 15-pin D-subminiature connector that is also known as DE-15, HD-15, or DB-15(HD).

Frequently asked questions.
Q. I can’t seem to get any audio, any ideas?
A. Ensure that the two male RCA plugs are connected to a stereo amplifier or similar audio device. Audio can be connected directly to a compatible computer monitor with built-in speakers. You may require an RCA Socket to 3.5mm Audio Socket adapter and a Male Plug to Plug cable.
For example, please see: https://www.techexpress.co.nz/products/35mm-male-stereo-to-2x-female-rca-socket-cable?variant=37802959632
If using a large LED/LCD/PLASMA television display, the audio input is typically a 3.5mm Audio Socket. A common issue is the incorrect audio inputs are used. i.e, the Red and White RCA plugs are connected to the television's AV1 or AV2 Input as opposed to the VGA Audio Input.
